Family
Four generations ago (1847) my great, great grandfather Charles and his son, Andrew, were among the first pioneers through the Summit County area to then settle in the Salt Lake valley. My wife, Mary Ann, and I arrived in Summit County a bit later, in 2002. We own a condo in Jeremy Ranch and reside in Marion. Mary Ann and I have six children, five living, and six grandkids. I am an independent contract computer programmer, author, and amateur rancher.

Education/Training
I hold three Master Degrees, an MA (Master of Arts) in Physiological Psychology, an MPH (Master of Public Health) in Biostatistics, and an MBA (Master of Business Administration) with an emphasis in Finance. Among other universities, I have attended USU and U of U. I am currently completing a Professional Bookkeeping Certificate from the U of U. I am a member of IIA (The Institute of Internal Auditors) and will be sitting for the Certified Government Auditing Professional exam next year.

Experience/Vocation
I have been a computer programmer since before 1976. In the 80s and 90s I programmed a dental computer system for Loma Linda University School of Dentistry. One of the modules that comprised that system was a complete patient billing, accounts receivable, departmental accounting and budgeting system. The Dental School’s CFO did his accounting and budgeting using the financial software that I wrote.

In 1984 I became an independent contract computer programmer, a vocation I retain to this day. I have programmed for the federal government, the San Diego County government, large and medium-sized health care organizations, medical laboratories, and a brokerage firm. I currently have a contract with an international research and laboratory company.

If I am elected, being our County's Auditor will become my full-time job. I have no intention of juggling two vocations. Summit County residents are paying for and deserve a full-time, independent and objective auditor with no business or political entanglements within the County.

Political Background
I am not new to Summit County politics. You probably have seen my signs posted around the county and my name on the ballot during three of the last four election cycles. I had been a lifetime Republican having voted for Nixon, Ford, Reagan, H. W. Bush, Dole, and W. Bush up until W. Bush pushed through the egregious, U.S. Constitution busting Patriot Act in 2001 with subsequent attacks on our God given rights. Feeling betrayed by the Republican Party, I have run in the County first as a Libertarian then on the Constitution Party ticket. During the 2010 election cycle with more Republicans being elected to national and state offices who take our Constitution and God given rights seriously, I changed my voter registration back to Republican and have subsequently been elected as a Republican County Delegate for the Weber Precinct and of course am now a GOP candidate for your Summit County Auditor.

Unlike what is the norm and in order to remain independent with no entanglements or debts to repay, I have always financed my own campaigns. I have never accepted funds from any political party but instead contribute to their coffers. That said, I do most emphatically encourage your spirited and personal involvement in my campaign to become your next County Auditor.

County Auditor Duties
For those that may not know, the County Auditor wears a number of hats. The Auditor investigates and signs off on financial claims against the County, handles accounting and bookkeeping responsibilities including the disposal of dated financial material, composes monthly and yearly reports for county departments and the state, conducts accounts auditing, performance auditing and has subpoena powers relative the Auditor’s duties. Talking recently with Mr. John Dougall, our Utah State Auditor, in addition to the current reports he would like the county auditors do more actual auditing. Thus increased auditing will be one of my primary responsibilities as your County Auditor. My other primary responsibilities will be to champion government transparency, being the citizens and Summit County cities 'go to guy' in the County and modernize and increase the efficiency of the Auditor's Department.

Why Am I Running?
I am campaigning for your County Auditor because it is predominantly OUR, yours and my, money that the county is spending and I want an objective and independent County Auditor ensuring that my tax dollars are allocated appropriately. Companies hire auditors who must be totally independent and objective with no ties to the company being audited, why should it be any different when it is YOUR money that is being spent?

Summit County has had the same Democrat as Auditor for 26 years, this while some 75 percent of the elected county officials are Democrat. This is not casting any dispersions on our current auditor but realistically how independent and objective can he be? How objective and independent can another Democrat be? There is obviously a potential conflict of interest. Additionally, elected officials who serve more than several terms in an office become increasingly subject to potential conflicts and the desire to feed at the public trough rather than serve at it. I will self-term limit to a maximum of two terms as your County Auditor.

The County Auditor must be above politics and one who will actually conduct audits. Mr. John Dougall, our Utah State Auditor, has stated that too many county auditors are not actually doing audits. There are numerous special districts in Summit County which have not been audited by the Auditor’s office for years. Audits help keep honest people honest and help ensure YOUR tax dollars are not misused. I want a more open, responsive to the tax payer, County government and if I am elected it will start with your Auditor’s office. The County Auditor's office is also in need of modernization and better conformance with Utah State guidelines. I subscribe to the motto of one of our great Presidents; as your County Auditor I would “trust but verify”.

Why I Am The Best Candidate?
I am the best candidate because as Auditor my moto would be, "Trust, but Verify". Thus I would actually conduct audits, not just generate reports and sign off on financial claims against the County. I have three master degrees including an MBA in finance, an MA in Psychology and an MPH in Biostatistics. I have been a computer programmer since 1976, with my own company since 1984. I have programmed a complete accounting and budgeting package for the Loma Linda University School of Dentistry. I have contracted with the federal government, the County of San Diego, large HMOs, medical laboratories and a brokerage firm. I am completing a Professional Bookkeeping Certificate from the U of U. I am a member of The Institute of Internal Auditors and will be sitting for the Certified Government Auditing Professional exam next year.

I know the subject matter and with the above experience I am comfortable around numbers. I am politically independent as I have no ties with the county other than being a taxpayer like you. I have always self-funded my political campaigns and have no political debts to repay. Though historically a Republican, after Bush pushed the 2001 Patriot Act, I have run for office as a Libertarian, Constitution Party member and now as a Republican again. I am politically independent. I have the education, the financial experience, the political background without the ties, I am detailed oriented, motivated, objective and independent. That said, as a contract computer programmer you have to be a team player to help ensure that projects run efficiently and effectively.
